Congress Faces Time Crunch on Funding Bill

September 5, 2014— Congress returns to Washington Sept. 8, facing a lengthy list of unfinished business and a tight schedule to get anything done before leaving town to campaign for the mid-term elections.

High on the list of “must pass” legislation is a continuing resolution (CR) to fund the federal government in the new fiscal year that begins Oct. 1.  The CR is necessary because Congress has failed to pass any of the 12 regular spending bills for FY 2015. In fact, the Labor-HHS spending bill failed to make it out of committee in either chamber.

House Speaker John Boehner (R-Ohio) Sept. 2 reiterated that he expects the House to pass a CR that runs through early December. Senate Minority Leader Mitch McConnell (R-Ky.) also signaled that Congress almost surely will pass a CR this month to avert a government shutdown.

The CR is expected to be relatively clean except for select priorities that need to be addressed before the lame duck session.
