Higher Education Groups Oppose Expanding Campaign-related Restrictions on Non-profits

February 28, 2014— The AAMC joined over 50 higher education associations in a Feb. 27 response to the Department of Treasury and Internal Revenue Service (IRS) Notice of Proposed Rulemaking (NPRM) on candidate-related activities of 501(c)(4) tax-exempt social welfare organizations.  The NPRM requested comments on whether the proposed framework for political campaign activities should also be applied to 501(c)(3) organizations.

Opposing the expansion, the letter states, “Such campaign-related activities regularly occur at colleges and universities across the country because they are at the core of our mission to advance civic learning and democratic engagement.” Additionally, the letter notes “the proposed rules are inconsistent with other federal law that requires colleges and universities to distribute voter registration forms to their students.”

The letter was coordinated by the American Council on Education (ACE).
