President Signs Disaster Funding Bill

February 1, 2013—President Obama Jan. 29 signed a $50.5 billion funding package (H.R. 152; P.L. 113-2) to assist victims of Hurricane Sandy.  The Senate Jan. 28 approved the measure 62-36, after rejecting an amendment offered by Senator Mike Lee (R-Utah) to offset the cost of the legislation with a 0.49 percent across-the-board cut of FY 2013 appropriations and lower discretionary spending caps for FYs 2014-2021.  The vote on the Lee amendment was 35-62.

The measure includes funds for the National Institutes of Health (NIH) to repair or rebuild non-federal biomedical and behavioral research facilities damaged by Sandy [see Washington Highlights, Jan. 18].
