AAMC Urges Restoration of NIH Salary Limit

May 18, 2012—The AAMC joined more than 160 organizations and institutions in a May 16 letter  urging House and Senate appropriators to restore the statutorily mandated limit on the amount of salaries that can be paid from National Institutes of Health (NIH) extramural awards to Level I of the Federal Executive Schedule.

Division F, Section 203 of the Consolidated Appropriations Act, 2012 (P.L. 112-74) reduced the salary limit to Executive Level II and extended it to all Health and Human Services (HHS) funding agencies.  The letter notes that this change represents a cut of $20,000 (10 percent) and “comes at a time when research institutions’ discretionary funds from clinical revenues and other sources are increasingly constrained and less available to invest in research.”

The letter also states, “It is essential to our nation’s long-term health and standing in the global environment that we not disincentivize research careers and that we adopt policies to ensure that America retains the most talented, productive, and diverse group of biomedical and behavioral researchers.”
