Senate Approves Pandemic Preparedness Legislation

March 9, 2012—The Senate March 7 approved by unanimous consent the Pandemic and All-Hazards Preparedness Act [PAHPA] Reauthorization of 2011 (S. 1855). The legislation updates and extends parts of the original legislation from 2006 (P.L. 109-417), as well as other preparedness programs such as the Project BioShield Special Reserve Fund.

In approving the measure, the Senate adopted technical corrections to the bill offered by Senate Health, Education, Labor, and Pensions (HELP) Committee Chair Tom Harkin (D-Iowa). The HELP Committee approved the bipartisan bill by voice vote Dec. 14, 2011 [see Washington Highlights, Dec. 16, 2011].

Lawmakers next will work to resolve differences between the Senate-approved bill and a version (H.R. 2405) passed by the House under suspension of the rules Dec. 6, 2011. Like the Senate measure, the House reauthorization bill enjoys bipartisan support [see Washington Highlights, July 29, 2011].
