AAMC Joins Letter to Congressional Leaders Opposing ICD-10 Delay

December 12, 2014—The AAMC joined seven hospital groups in signing a Dec. 5 letter  to Speaker of the House John Boehner (R-Ohio), Senate Majority Leader Harry Reid (D-Nev.), House Minority Leader Nancy Pelosi (D-Calif.), and Senate Minority Leader Mitch McConnell (R-Ky.), supporting the Oct. 1, 2015, ICD-10 compliance date, included in the Protecting Access to Medicare Act of 2014 (H.R.4302) [see Washington Highlights, March 28] and urging Congress to avoid any further delays of the coding update.

The letter states, “Recent ICD-10 implementation delays have been disruptive and costly for hospitals and health systems, as well as to health care delivery innovation, payment reform, public health, and health care payment.”

Further detailing the burdensome delays, the letter explains “significant investments were made by the health care community, and our hospital members, to prepare for the October 2014 implementation prior to enactment of the most recent delay. The delay added billions of dollars in extra costs. Many of our members had to quickly reconfigure systems and processes that were prepared to use ICD-10 back to ICD-9. A further delay would only add additional costs as existing investments would be further wasted and future costs would grow.”

Finally, the groups express support for the “recently announced end-to-end testing dates issued by Centers for Medicare and Medicaid Services and are encouraging all of our members to participate in these opportunities. Our hospital members are engaging in significant efforts to be ready for the 2015 implementation, including supporting their affiliated physicians, working with their payers, and conducting training and outreach initiatives for clinicians and coders.”
