Resident Caps

Medicare Resident Limit Redistribution Program

Section 5503 of the Patient Protection and Affordable Care Act (PPACA) and Section 422 of the Medicare Modernization Act (MMA) created programs to reduce Medicare resident caps for hospitals with below-cap resident counts and "redistribute" them to hospitals seeking to expand their caps.

Resident Limits Impede Teaching Hospitals' Educational Mission

The Balanced Budget Act (BBA) of 1997's resident limits impose significant limitations on the ability of teaching hospitals and medical schools that sponsor and conduct graduate medical education programs to respond to the needs of the communities they serve. the current policy is beginning to impede the conitnued development of the educational mission at many teaching institutions.

In 2002, the AAMC sent a letter to the Center for Medicare and Medicaid Services expressing concern about the detrimental impact of Medicare resident limits.
