HRSA Releases Notice of Funding Opportunity for FY 2021 CHGME Payment Program

Andrew Amari, Hospital Policy and Regulatory Specialist

The Health Resources and Services Administration (HRSA) announced a notice of funding opportunity on May 18 for the fiscal year (FY) 2021 Children’s Hospitals Graduate Medical Education (CHGME) Payment Program.

The CHGME Payment Program supports the education and training of residents in freestanding children’s teaching hospitals, which receive little or no funding for graduate medical education through the Centers for Medicare & Medicaid Services (CMS) due to their low Medicare caseload.

HRSA anticipates approximately $320 million to fund between 58 and 65 awardees comprised of currently eligible or newly qualified hospitals. However, the precise amount of funding for the CHGME Payment Program will not be determined until FY 2021 federal appropriations are finalized [see related story].

HRSA estimates that $3 million of the anticipated funding may be available for CHGME Quality Bonus System (QBS) payments. If finalized appropriations for the CHGME QBS in FY 2021 are less than $2 million, HRSA notes it would not plan to implement the CHGME QBS for FY 2021. Instead, funds would be disbursed to all eligible hospitals according to CHGME payment methodology.

The notice of funding details award information, applicant eligibility, and required application content. Phase 1 of applications are due to Grants.gov by July 24, and Phase 2 of applications are due by August 28.
