    President Signs Continuing Resolution Extending FY26 Funding to December

    On Sept. 2, President Donald Trump signed a bipartisan continuing resolution (CR, P.L. 119-103) that extends fiscal year (FY) 2026 spending from Oct. 1 until Dec. 11. The CR, which the Senate approved by a vote of 90-6 on Aug. 8 and the House advanced, 370-48, on Sept. 1, allows lawmakers to defer final decision-making on FY 2027 spending levels until after the midterm elections. The stopgap measure also includes a provision that delays, for the duration of the CR, action by the administration on the Office of Management and Budget's proposed rule to reform the Uniform Guidance, Regulation for Federal Financial Assistance [refer to Washington Highlights, June 5].
