    OMB Proposes Rule to Revise Uniform Guidance

    The Office of Management and Budget (OMB) on May 29 published in the Federal Register a proposed rule to revise the Uniform Guidance, a set of regulations that govern federal financial assistance awards and sponsored research programs, including all federal research grants.   

    The proposal represents a significant update to 2 CFR Part 200, which serves as the primary regulatory framework for federal awards distributed to research universities, nonprofits, and other recipients. Key proposed provisions include oversight and accountability standards, expanded agency discretion in award design and termination, the role of political appointees in award selection, the use of peer review in grant awards, and prohibitions on using federal funds for publication costs or conference attendance.   

    Comments on the proposed rule are due July 13. The OMB intends for an effective date of Oct. 1, as indicated in the rule.
