At its June 2014 meeting, the Liaison Committee on Medical Education endorsed the AAMC Uniform Clinical Training Affiliation Agreement as meeting its accreditation standards. The endorsement caps a process of outreach spanning several years to reduce the need to negotiate and re-negotiate agreements for short-term, supervised training experiences that represent relatively low risk to all involved.
A vital part of the third and fourth year of medical school is the opportunity to learn in a clinical setting. The AAMC Uniform Clinical Training Affiliation Agreement is designed to:
- spell out roles and responsibilities between a medical education program and its clinical affiliates;
- comply with LCME accreditation standards;
- ensure an appropriate learning environment for the medical students; and
- provide a consistent framework for managing an increasing number of students participating in clinical training away from their home institutions.
Uniform Agreement
The AAMC developed the Uniform Agreement after a year-long outreach process that included:
- a presentation at the American Health Lawyers Association (AHLA) annual conference on academic medical centers in January 2013;
- a presentation at the Catholic Health Association’s general counsel annual meeting in May 2013;
- a presentation at the National Association of College and University Attorneys (NACUA) annual conference in June 2013;
- input from individual AHLA member attorneys;
- input from individual NACUA member attorneys;
- input from a University HealthSystem Consortium (UHC) subcommittee;
- consultation with the U.S. Department of Veterans Affairs
- consultation with the Liaison Committee on Medical Education (LCME); and
- ongoing consultation with AAMC member schools and teaching hospitals.
Our goal is to eliminate unnecessary time and resources currently spent negotiating (and re-negotiating) agreements, when a standard, predictable approach is sufficient. The AAMC Uniform Clinical Training Affiliation Agreement is a simple, one-size-fits-all agreement that resides on AAMC’s website.
AAMC Uniform Clinical Training Affiliation Agreement
The AAMC Uniform Clinical Training Affiliation Agreement is incorporated by reference and implemented through a one-page Implementation Letter signed by the medical school and the host clinical institution. For those who need to modify or add provisions because of unique state law requirements or for other reasons, the Implementation Letter can be modified to reflect those requirements. Consistent use of the AAMC Uniform Clinical Training Affiliation Agreement, through execution of an Implementation Letter by the medical school and the host clinical institution, will save time, reduce costs, and standardize expectations.
