    Members of Congress Seek Appropriations Language Blocking 340B Rebate Pilot

    A bipartisan group of nearly 100 members of Congress joined a March 27 letter to House Appropriations Labor, Health and Human Services, Education, and Related Agencies (L-HHS) Subcommittee leadership (PDF) urging them to adopt language blocking the Trump administration’s efforts to restructure the 340B Drug Pricing Program from an upfront discount to a retrospective rebate [refer to Washington Highlights, Feb. 13]. The letter, led by Reps. Dusty Johnson (R-S.D.), Doris Matsui (D-Calif.), Tracey Mann (R-Kan.), and Debbie Dingell (D-Mich.), describes the negative impacts of a 340B rebate model on covered entities and the patients they serve, noting, “the rebate model contravenes Congressional intent in establishing the 340B program.”

    Those same representatives led a similar effort last September urging the administration to withdraw its plans for a 340B Rebate Model Pilot Program, which likewise garnered widespread bipartisan support [refer to Washington Highlights, Sept. 12, 2025].
