The Department of Education has announced its intention to establish two negotiated rulemaking committees to develop regulations for the federal student financial assistance programs authorized under Title IV of the Higher Education Act, pursuant to the enactment of the One Big Beautiful Bill Act (OBBBA, P.L. 119-21).
The Reimagining and Improving Student Education Committee will consider how to implement the OBBBA’s changes to federal student loan programs, addressing topics such as the phase-out of graduate and professional PLUS Loans, establishment of new federal loan limits, and the simplification of student loan repayment plans.
Topics for negotiation in the Accountability in Higher Education and Access through Demand-driven Workforce Pell Committee include changes the OBBBA directed in institutional and programmatic accountability measures and establishment of program eligibility requirements for a new Workforce Pell Grant, among other provisions.
Comments are due by Aug. 25. Institutions interested in submitting comments to the committees can do so via the federal e-rulemaking portal, docket ID ED-2025-0151.
