    AAMC Responds to CMS IPPS RFI on Program Newness

    The AAMC provided Oct. 15 comments (PDF) to the Centers for Medicare & Medicaid Services (CMS) in response to a request for information (RFI, 89 Fed. Reg. 68986) published in the fiscal year (FY) 2025 Inpatient Prospective Payment System (IPPS) final rule [refer to Washington Highlights, Aug. 2]. The RFI sought additional information on policies related to “program newness” criteria that appeared in the proposed rule. Hospitals that have not previously trained residents and rural hospitals may build full-time equivalent cap space when residents from new programs train at the institution. In the final rule, the CMS chose not to adopt the proposed rule change to the program newness criteria and instead issued a second RFI regarding the same policies published in the proposed rule.
