Medical Education Scholarship Research and Evaluation (MESRE) Section Bylaws

Criteria for Section Membership

Membership in the National MESRE Section will be by self-declaration. Such declaration will be indicated by subscribing to the MESRE listserve.

Section Calendar

Normal terms of office for Section committees and task forces will begin or end with date of each year's AAMC annual meeting. For example, a one-year term of office might begin at the AAMC annual meeting in 2004 and then would conclude at the end of the AAMC Annual Meeting in the year 2005.

1a. MESRE Section Steering Committee

Purpose: To oversee the work of the Section, to plan Section initiatives in keeping with the Section goals, and to respond to and facilitate participation in initiatives of the GEA.

Positions:

  • Chair (elected - following this election, to proceed from the Chair-Elect position)
  • Chair-Elect (elected)
  • Past-Chair (elected, to proceed from the Chair position)
  • Regional RIME representatives (elected)
  • Chairs of Other Committees:

    • MESRE Nomination committee (appointed)
    • Professional Development Committee (appointed)
    • RIME Program Planning Committee (elected)

Terms:

Elected positions - The MESRE Section Chair-Elect serves one year, followed by a two-year term as Chair of the Section and by a one-year term as Past-Chair. The Chair of the RIME Program Planning Committee serves a one-year term followed by a one-year term as Past-Chair of the committee. Regional Representatives, each, serve a two-year term; and those terms shall be staggered.

Appointed positions - Terms will be for an initial two-year period and will be renewable, at the MESRE Section Chair's discretion.

1b. MESRE Regional Representatives

The Regional MESRE Chair (termed representatives in some Regional GEA) is an elected position, with one representative per region. The Regional MESRE Chair/Representative has responsibilities to the National MESRE Section and to his/her regional MESRE section. These responsibilities are primarily committee work related to MESRE initiatives and to regional and national MESRE meeting programs. The Regional MESRE Chair/Representative serves on the national MESRE Section Steering Committee and also as a member of their region's Executive Committee (or Steering Committee).

Regional MESRE Representatives Responsibilities and Duties

Each Regional MESRE representative serves on both the MESRE Section and Regional Steering Committees. Each committee has specific responsibilities and duties outlined below.

Responsibilities of the Regional MESRE representative to the National MESRE Section Steering Committee As a member of the National MESRE Steering committee each regional MESRE representative works to:

  1. 1. Oversee the work of the MESRE Section
  2. 2. Plan Section initiatives in line with the Sections goals
  3. 3. Respond to and facilitate participation in GEA initiatives

The following specific duties are accomplished through participation in periodic conference calls, providing updates on the region's MESRE activities, and completing tasks relevant to the business of the national MESRE section.

  1. 1. Represent the Regional MESRE at the national MESRE section Steering Committee
  2. 2. Conduct the MESRE section meeting at the Regional GEA annual meeting
  3. 3. Serve on the regional GEA Executive/Steering Committee
  4. 4. Serve as a member of the national MESRE Nominating Committee
  5. 5. Facilitate and nurture MESRE activities, particularly at regional GEA and AAMC meetings
  6. 6. Attend the meeting of the national MESRE committee at the Fall AAMC meeting

Responsibilities to Regional GEA Steering Committee

As a member of the Regional GEA Steering committee each regional MESRE representative works at the regional level to facilitate and nurture MESRE activities following the tradition of the region. Examples of regional MESRE representatives' responsibilities include:

  1. 1. Participate in meeting planning or communicating with the regional Program Committee about the MESRE program at the regional spring meeting
  2. 2. Manage or cooperating with the regional Program Committee regarding the review process for MESRE and IME (in regions where IME are done) proposals of the regional spring meeting
  3. 3. Facilitate faculty development at the regional meeting in areas related to RIME
  4. 4. Oversee or participate in research awards at the regional spring meeting
  5. 5. Lead the MESRE section meeting at the regional Spring meeting
  6. 6. Serve on the regional Steering or Executive Committee
  7. 7. Serve as a member of the national MESRE Committee as previously outlined.

MESRE Section Chair (or Representative)-Elect and Past Chair (or Representative) Responsibilities

Some regional GEA have MESRE Section chair-elect and past chair positions. The national MESRE Steering Committee sees these positions as advantageous for the continuity and progression of MESRE efforts and so encourages all regional GEAs to institute these positions. Below are descriptions of the potential responsibilities of such positions.

The responsibilities of the Regional MESRE Chair-Elect include participation in the regional MESRE activities, especially:

  • Serving as a reviewer of MESRE and IME proposals for the regional Spring meeting
  • Participating in the MESRE section meeting at the regional Spring meeting
  • Communicating with the Regional MESRE Chair about responsibilities, tasks and leadership involved in the Regional MESRE Chair role

The primary responsibility of the Regional MESRE Past Chair is to ensure effective transition for the newly elected Chair into their role such that the productivity of the section is maintained. The manner in which this occurs is at the discretion of the Regional Past Chair and the new Chair.

2a. MESRE Nominating Committee

Purpose: To nominate candidates for MESRE Section Chair-Elect, the RIME Program Planning Committee, and other Section committees and functions as required.

Positions of the MESRE Nominating Committee:

  • Chair - a member of the MESRE section appointed by the MESRE Section Chair for a two-year term that may be renewed at the Section Chair's discretion;
  • Two people selected from membership of the Section, one of whom should have served on the MESRE Program Planning Committee; and
  • Four Regional MESRE Section Representatives.

Term: Two years, staggered

Nomination Process

Using the criteria listed below, the Nominating Committee solicits names for elected positions from the four Regional MESRE Representatives. It also issues direct invitations for nominations or self-nominations for elected positions at the Regional Annual meetings and via the Section listserve. From the names submitted, the Nominating Committee Chair develops a list of potential nominees along with their qualifications and distributes the list to Nominating Committee members who shall evaluate and select nominees for a slate by using the following position descriptions and criteria.

For Chair-elect of the MESRE Section

Position description: The MESRE Section Chair has the responsibility to provide leadership to the MESRE Section in achieving its mission by chairing the Section Steering Committee, representing the MESRE Section on the GEA Steering Committee, facilitating the involvement of the MESRE Section in regional and national GEA initiatives, and ensuring communication between the GEA Steering Committee and the Section membership. In conjunction with the MESRE Steering Committee and GEA Steering Committee, the Section Chair shall set priorities for Section activities, guide those activities, and periodically evaluate the value of those activities. More particularly, the Section Chair shall organize regular communication among MESRE Steering Committee members and submit regular Section reports to the GEA Steering Committee and to MESRE and GEA members through the Correspondent. The Section Chair shall set the agenda for the annual business meeting of the Section held during the annual meeting of the AAMC and shall preside over that meeting. The Section Chair shall serve as liaison with other societies in medical education as needed. The Section Chair shall mentor the Chair-elect.

Criteria for the position of Chair-Elect:

  • Has demonstrated productivity and peer-reviewed publications in medical education research;
  • Has previously participated in the activities of the MESRE Section, either nationally or regionally;
  • Has demonstrated strong leadership skills, decision making ability, and communication skills;
  • Is responsible, fair-minded, and hard working;
  • Holds a faculty or staff position, in good standing, at an accredited medical school, health sciences faculty, residency program, or medical education related organization;
  • Doctoral degree preferred; and
  • Is willing and able to commit to serving the full term as Chair-Elect, Chair, and Past Chair.

The slate shall consist of one nominee. The Chair of the Nominating Committee presents the slate, along with supporting documentation including the nominee's research record, to the MESRE Section membership for a vote of acceptance or rejection. A simple majority of the Section members who cast votes is required in order to declare the slate accepted. If the slate is rejected, the Nominating Committee shall draw up another slate by following the above procedure.

For members of the Research in Medical Education (RIME) Program Planning Committee

Position Description: Members of the RIME Program Planning Committee plan the structure of the annual RIME Conference, develop policies related to submissions and review criteria, issue a call for conference submissions, review the submissions for research presentations and symposia, provide constructive feedback to authors of all submissions, and identify areas of research methods and skills that would benefit from development. The review of submissions and providing feedback to authors are major responsibilities of each committee member.

Primary criteria for RIME Program Planning Committee Members:

  • Has demonstrated productivity and peer-reviewed publications in medical education research;
  • Has participated in previous RIME Conference programs as BOTH a reviewer and presenter;
  • Preferably holds an MD or advanced degree in education or related social science;
  • Is responsible, fair-minded, willing to serve, and hard-working;
  • Holds a position as staff or faculty in good standing at an accredited medical school, health sciences faculty, residency program or medical education related organization such as the NBME, ACOG, ABIM;
  • Is willing to serve for the full-three year term; and
  • Can not have served on the RIME Program Planning Committee in the past.

Secondary criteria for RIME Program Planning Committee composition Secondary criteria for RIME Committee composition: In developing the slate, the Nominating Committee shall also endeavor to form a committee that has a balance of:

  • Qualitative as well as quantitative research expertise;
  • Content interests where possible, e.g. admissions and student affairs issues, curriculum development and evaluation, clinical performance assessment, faculty development, computer-based technology, policy, education and health care outcomes, etc.;
  • People with primary interests in UGME, GME, and CME educational research;
  • Balance of men and women; and
  • Individuals from geographic regions in the US and representation of
  • Canadian and US members in approximate proportion to the number of AAMC member schools.

In choosing the nominees for the Program Planning Committee, the Nominating Committee will endeavor to produce a slate that will result in a well-balanced Committee as suggested above. The slate shall consist of one physician (e.g., MD or DO) nominee and one non-physician (e.g., PhD or EdD) nominee, along with documented qualifications including publications and citations of publications. The Chair of the Nominating Committee presents the slate, along with supporting documentation including the nominees' research records, to the MESRE Section membership for a vote of acceptance or rejection. A simple majority of the Section members who cast votes is required in order to declare the slate accepted. If the slate is not accepted, the Nominating Committee shall draw up another slate by following the above procedure.

It should be noted that regional MESRE representatives are eligible for nomination for either the MESRE Section Chair-elect position or a position on the RIME Program Planning Committee. If one or more Regional MESRE Representatives want to be considered for a position, they will immediately cease their participation on the Nominating Committee. The Nominating Committee will function with the remaining members. If this person is elected, the region from which this person comes will determine a replacement to serve as Regional Representative on the MESRE Section Steering Committee and on the Nominating Committee.

2b. MESRE Professional Development Committee

Purpose: To facilitate continued learning of Section members and others about research in medical education.

Responsibilities

The chief responsibility of this Committee is to direct the Medical Education Research Certificate program (MERC) and to establish and coordinate workshops on research topics at RIME national and regional meetings in conjunction with MERC.

As time allows, the Committee may develop other Professional Development projects such as maintaining a bibliography of recommended reference texts, internet sites and materials and maintaining a list of formal degree or certificate training programs of research in medical education and developing criteria for characterizing their strengths.

Membership

Chair: The Chair of the Professional Development Committee shall be responsible for the design, implementation, and evaluation of Section activities that address the professional development needs of researchers in medical education who are members of the Section. In particular, the Chair will head up the MERC program.

Criteria for appointment of the Chair of the Professional Development Committee:

  • Evidence of organizing and implementing professional development activities for researchers in medical education in a member school, at regional meetings, and/or at national meetings;
  • Ability to follow through on commitments; and
  • Ability to work well with others in collaborative efforts.

The Chair of the Professional Development Committee shall be appointed by the Chair of the MESRE Section for a term of two years. The Chair of the Professional Development Committee will be appointed after a call for volunteers and nominations has been distributed through the MESRE listserve of GEA, and Regional MESRE Representatives have sought input from their respective members. Appointment as Chair of the Professional Development Committee may be renewable; it does not necessarily lead to assumption of other positions in the MESRE Section.

A minimum of four persons - One member to come from each region. The Chair may invite others to participate at his/her discretion.

Two-year term; staggered membership (so that only 2 people are replaced each year)

These persons will be appointed by the MESRE Section Chair, after solicitation through the regional MESRE Representatives and the MESRE listserve and in consultation with the Professional Development Committee Chair.

2c. RIME Program Planning Committee

Purpose: To produce the Research in Medical Education (RIME) program that occurs as part of the AAMC's annual meeting.

The Committee's tasks include:

  • Generate a "call" for papers, symposia and abstracts;
  • Identify qualified reviewers;
  • Select and group presentations into coherent sessions;
  • Invite presentations and key-note speakers as determined by this planning committee;
  • Identify Moderators and Discussants for sessions;
  • Evaluate of quality of presentations; and
  • Determine any awards.

Positions:

  • Chair (elected by the RIME Program Planning Committee from among its members who are completing their third year by the committee members);
  • Past Chair;
  • Eight members of equal number of physician researchers (four) and non-physician advanced degree researchers in education or related social science (four) elected by the process described under the Nominating Committee section.

Terms:

  • Members - 3 years (staggered annually)
  • Chair - 1 year
  • Past Chair - 1 year

Criteria for membership appear above in the Nominating Committee section.

3. Task Forces

Special-purpose groups may be formed to address focused and time-limited issues pertinent to the MESRE Section. The task force chair and other members will be appointed by the MESRE Section Chair. When a task force is so created, the Section Chair will provide a written "charge" and a time frame for completing this charge.

Projects: The Section may initiate special activities that serve the membership and the field of research in medical education. The MESRE Section Chair will appoint Project chairs and working groups. Projects will have a scope of response to guide the efforts of the Project group, however these groups will have latitude to determine the form of Project output as well as the time frame for project completion.
