Congress Passes Short-Term CR

September 19, 2014— The House Sept. 17 passed, 319-108, and the Senate Sept. 18 passed, 78-22, a continuing resolution (CR, H.J. Res 124) extending funding for all government agencies and programs at their fiscal year (FY) 2014 enacted levels through Dec. 11, 2014 [see Washington Highlights, Sept. 12, 2014]. The measure now waits the president’s signature and clears the way for Congress to adjourn until after the November elections.

The CR includes $88 million requested by the administration to help address the Ebola outbreak in West Africa, and a 0.556 percent across-the-board cut to pay for the added funding for Ebola and other purposes.

House Appropriations Committee Chair Hal Rogers (R-Ky.) and Senate Appropriations Committee Chair Barbara Mikulski (D-Md.) have expressed interest in completing an omnibus spending bill during the lame duck to resolve FY 2015 appropriations before the new Congress. However, it is possible Congress may extend the CR through March of next year or for the remainder of FY 2015.
