Senate Consideration of HHS Funding Bill Still on Hold

June 20, 2014— The Senate Appropriations Committee has not scheduled a mark-up of the fiscal year (FY) 2015 spending bill approved June 10 by the Labor-HHS-Education Appropriations Subcommittee [see Washington Highlights, June 13, 2014].

A full committee mark-up of the Labor-HHS bill anticipated for June 12 was reportedly not held because of possible controversial amendments related to the Affordable Care Act (ACA, P.L. 111-148 and P.L. 111-152).

The delay in bringing the Labor-HHS bill to the full committee puts at risk a pledge made earlier in the year by Senate Appropriations Chair Barbara Mikulski (D-Md.) to move all 12 spending bills through her committee before the August congressional recess.

Meanwhile, Senate progress on other spending bills stalled when Majority Leader Harry Reid (D-Nev.) June 19 pulled from the Senate floor a “minibus” combining three spending bills after he was unable to reach an agreement with Republicans over amendments.  The spending package (H.R. 4660) incorporates the FY 2015 Commerce-Justice-Science (S. 2437), Transportation-HUD (S. 2438) and Agriculture (S. 2389) bills.
