AAMC Testifies at ONC Hearing on Clinical Documentation

February 15, 2013—At a Feb. 13 public hearing of the Office of the National Coordinator for Health Information Technology (ONC) HIT Policy Committee’s Meaningful Use and Certification and Adoption workgroups, AAMC Health Care Affairs Senior Director Ivy Baer presented testimony on legal and compliance issues in electronic health records (EHRs).

Baer joined panelists from the American Health Information Management Association (AHIMA), Health Level Seven International (HL7), and a medical malpractice law firm. AAMC testimony emphasized that compliance when an electronic health record is used requires a myriad of strategies that combine the need for appropriate EHR design, adoption and implementation of institutional policies, provider education, and monitoring.

The hearing focused on clinical documentation functionality in EHRs and its effect on the delivery of high quality clinical care and provider efficiency and collaboration.  The hearing addressed challenges and opportunities related to the role of clinical documentation for clinicians, care coordination across the health team (including patients), secondary uses, and legal and billing purposes.
