President Signs Defense Authorization, Including SBIR Extension

January 6, 2012—President Obama Dec. 31, 2011, signed the National Defense Authorization Act for Fiscal Year 2012 (P.L. 112-81).  The legislation includes the SBIR/STTR Reauthorization Act of 2011, which reauthorizes the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs for six years [see Washington Highlights, Dec. 16, 2011].  In addition, the legislation incrementally increases the percentages of their budgets that federal science agencies such as the National Institutes of Health (NIH) and the National Science Foundation (NSF) must allocate to the SBIR program from the current 2.5 percent to 3.2 percent phased in over six years. For the STTR program, the legislation incrementally increases the allocation from the current 0.3 percent to 0.45 percent over five years.
