House Committee Approves CHGME, Pandemic Preparedness Reauthorization Bills

July 29, 2011—The House Energy and Commerce Committee July 28 approved bills reauthorizing programs to support Children’s Hospitals Graduate Medical Education (CHGME) and pandemic preparedness activities, two days after the Energy and Commerce Health Subcommittee voted to advance the measures.

The committee approved the Children’s Hospital GME Support Reauthorization Act of 2011 (H.R. 1852) by voice vote without any amendments. The subcommittee discussed the legislation, introduced by Subcommittee Chair Joe Pitts (R-Pa.) and Ranking Member Frank Pallone (D-N.J.), at a July 11 hearing [see Washington Highlights, July 15].

Additionally, the committee amended and approved the Pandemic and All-Hazards Preparedness Reauthorization Act (H.R. 2405), a bill that updates and extends parts of the Project Bioshield Act of 2004 (P.L. 108-276) and the Pandemic and All-Hazards Preparedness Act of 2006 (P.L. 109-417).  At the July 26 subcommittee markup, the bill’s lead sponsor Rep. Mike Rogers (R-Mich.) noted that “H.R. 2405 would help to protect the United States against attacks from chemical, biological, radiological, and nuclear weapons.” He also observed, “[Many countermeasures do not yet exist, and their development is a long expensive process. I hope that we never need them, but I would like to rest assured that they are available should our enemies successfully carry out an attack.” Subcommittee members also considered the measure during a July 21 hearing [see Washington Highlights, July 22].

At the full committee markup, Committee Chair Fred Upton (R-Mich.) praised his colleagues for supporting the bills. He described the measures as “critical to our efforts to protect the American people and ensure patients have access to quality health care,” and took the opportunity to “thank [his] colleagues on both sides of the aisle for their overwhelming bipartisan support to draft and pass these bills.”

The Senate Health, Education, Labor, and Pensions (HELP) Committee is scheduled to consider the Senate version of the Children’s Hospital GME Support Reauthorization Act (S. 958) on Aug. 3. The HELP committee also discussed pandemic preparedness at a May 17 hearing [see Washington Highlights, May 20].
