The AAMC submitted comments to the Department of Justice (DOJ) on April 19 in response to an Advance Notice of Proposed Rulemaking (ANPRM) regarding access to Americans’ bulk sensitive personal data and government-related data by countries of concern. The rule-making process at the DOJ was initiated in response to national security concerns outlined in White House Executive Order 13873.
The ANPRM proposed a framework to restrict or prohibit certain bulk data transactions to countries of concern and covered persons, including financial data, geolocation data, and genomic and health data. In its comments, the AAMC urged the DOJ to ensure that the proposed regulations set practical, unambiguous, and readily implementable boundaries without negatively impacting the scientific progress that results from sharing health and biomedical data.
