Senate Finance Committee Ranking Member Ron Wyden (D-Ore.), Sen. Mark Warner (D-Va.), Minority Leader Chuck Schumer (D-N.Y.), and Sen. Jon Ossoff (D-Ga.) introduced on Oct. 1 a Congressional Review Act resolution (PDF) to overturn the Trump administration’s 2025 Marketplace Integrity and Affordability Final Rule

Under the Congressional Review Act (CRA), Congress can overturn federal regulations within a set timeframe after they are finalized. To overturn a rule, both chambers of Congress must pass a joint resolution of disapproval, which then requires the president’s signature. The Wyden-led CRA resolution secured support from 42 senators, though no Republicans sponsored the measure. Given the lack of bipartisan support and goal of overturning a regulation issued by a sitting president, the resolution is unlikely to advance in the current political environment.

The resolution was endorsed by numerous health care organizations, including the AAMC. The AAMC previously expressed its opposition to the rule, citing concerns that its policies would jeopardize enrollee coverage and access to care [refer to Washington Highlights, April 11].
