Medicare Outpatient PPS

The Centers for Medicare and Medicaid Services (CMS) July 7 posted on its Web site a proposed rule (PDF, 820 pages - 56MB) that contains changes to the outpatient prospective payment system (OPPS) as well as proposed payment rates for Ambulatory Surgical Centers (ASC). If finalized, changes to both the OPPS and the ASC payment system will be implemented Jan. 1, 2009. Comments on the proposed rule are due Sept. 2. The AAMC will be submitting comments.

Medicare Inpatient PPS

Summary of Quality Provisions in the FY 2009 Medicare Inpatient Proposed Rule (PDF, 6 pages)
CMS proposes expanding the list of selected Hospital Acquired Conditions (HAC). CMS also proposes to add 43 new measures, and retire 1 measure for the FY 2009 reporting period.

On June 13, 2008, the AAMC submitted a comment letter (PDF, 33 pages) on the inpatient PPS proposed rule.

Patient Safety Organizations Proposed Rule

On Feb. 11, 2008, HHS released the proposed rule (PDF, 73 pages) to establish a network of Patient Safety Organizations (PSOs) designed to collect patient safety data from hospitals and, in return, provide data, expertise and recommendations on how to implement strategies to reduce errors and adverse events.
