AAMC STATEMENT ON LABOR-HHS-EDUCATION BILL

The Association of American Medical Colleges (AAMC) strongly urges Congress and the Clinton Administration to keep working to ensure the passage of the Labor-HHS-Education bill as agreed to by the House and Senate appropriators prior to the presidential election. Congress must make the Labor-HHS bill a top priority as it looks to complete its business.

The AAMC supports the pre-election agreement calling for a 15 percent increase ($2.7 billion) for the National Institutes of Health (NIH) - keeping the agency on track for a doubling of its budget over a five-year period ending in 2003. The agreement also calls for a $71 million increase for the Agency for Healthcare Research and Quality (AHRQ), which would allow AHRQ to continue its important work on a variety of fronts including health disparities research and medical error reduction. Finally, the pre-election agreement would provide additional support, a $29 million increase next year, for the health professions education programs supported by the Health Resources and Services Administration.

The AAMC is opposed to a long-term continuing resolution. Such a measure would be an entirely inadequate solution and would threaten the critical research and education programs that benefit all of us. Further delays in the passage of this bill jeopardize these funding increases, which have strong bipartisan support in both the House and Senate as well as from the American people, and will needlessly impair medical research and public health programs important to the health of the American people.
