Facilities and Administrative Costs (F&A), or indirect
costs, are those institutional administrative and infrastructure
costs that benefit and support research. These costs cannot
be attributed directly to any one project, but they are never

The conference agreement on the FY 2005 Labor-HHS-Education appropriations
bill retains the extramural salary cap on NIH grants at Executive
