Akaka Introduces Pet Theft Bill

May 7, 2004 - Senator Daniel Akaka (D-Hawaii) April 26 introduced the "Pet Safety and Protection Act of 2004," S. 2346. This measure is very similar to bills introduced by Sen. Akaka in 2001, 1999 and 1996. The bill is designed to ensure all dogs and cats used by research facilities are obtained legally. S. 2346 currently has no co-sponsors and has been referred to the Senate Committee on Agriculture, Nutrition, and Forestry.

The bill amends the Animal Welfare Act to specify from whom a research facility may obtain a dog or cat for research or educational purposes. Included are requirements that all shelters donating animals must be registered with the U.S. Department of Agriculture and all dealers must have bred and raised the animals themselves. Anyone violating the law will be fined $1,000 for each violation.
