OIG Report on VA Research
Chief Released
April 2, 2004 - The Department of Veterans Affairs
(VA) Office of Inspector General March 25 released to the
public a report
on the investigation surrounding allegations of improper use
of government funds, travel, personnel, impartiality, and
management issues by the VA Chief Research and Development
Officer, Nelda Wray, M.D., M.P.H. Dr. Wray has been detailed
to Houston since December 2003. Deputy Under Secretary for
Health Jonathan Perlin, M.D., Ph.D., currently serves as Acting
Chief Research and Development Officer.
Specifically, the OIG examined six issues: the improper expenditure
of funds provided by pharmaceutical companies; the misuse
of VA travel funds; the unfair promotion, hiring, and management
of staff; the possible failure to act impartially in approving
projects for a non-VA researcher; the disapproval of funding
for previously merit-reviewed research projects; and the misuse
of VA funds for an offsite meeting with select staff members.
The report substantiates many of the allegations against Dr.
Wray and recommends appropriate administrative actions against
Dr. Wray and members of her staff by the Under Secretary for
Health.
