Additional VA Medical Care Funds Added to Senate VA-HUD Bill

Novmeber 14, 2003 - During debate on the FY 2004 VA-HUD and Independent Agencies Appropriations bill (S. 1584) on Nov. 12, Senators removed $1.3 billion in emergency spending for veterans' health care and replaced it with $1.3 billion in regularly appropriated funds. However, deliberation of the bill was cut off due to planned debate on judicial nominations, increasing the possibility that the VA-HUD bill will be included as part of an omnibus FY 2004 appropriations package. If passed as currently drafted, the bill would provide an appropriation of $28.1 billion for VA Medical Care, an increase of $4.2 billion (17.6 percent). In order to remain under the overall spending cap for discretionary spending, Senators reportedly took the money from the FY 2004 Commerce, State, Justice appropriations bill that was pulled from the Senate Floor on Monday and is expected to be part of the omnibus bill.
