HHS Funding Bill Still in Limbo

November 14, 2003 - The FY 2004 Labor-HHS-Education appropriations bill (H.R. 2660) remains in conference amid press reports that Senate appropriators may have identified additional funds for NIH. A copyrighted story in the Nov. 13 BNA Health Care Daily quotes Senate Labor-HHS-Education Appropriations Chair Arlen Specter (R-Pa.) telling a meeting of the Friends of Cancer Research that Senate Appropriations Committee Chair Ted Stevens (R-Alaska) has identified additional funds for NIH. Congressional staff caution, however, that the current situation is still in flux, and it is not certain how much funding will be available and how it will be used. Although Senate appropriators continue to push for consideration of the Labor-HHS conference report as a free standing bill, there are increasing indications that the bill will be wrapped into an end-of-session omnibus spending package.
