Congress Approves Another
Funding Extension
November 7, 2003 - The Senate Nov. 7 approved another
continuing resolution (CR) to keep the federal government
running through Nov 21. The House passed the measure (H.J.Res.
76) Nov. 5. To date, Congress has approved conference
reports for only four of the 13 regular appropriations bills
for FY 2004, and the Senate has yet to finish four of the
bills, including the VA-HUD bill (H.R.
2861, S.
1584), which the Senate Appropriations Committee approved
Sept. 4.
The House-Senate conference on the FY 2004 Labor-HHS-Education
spending bill (H.R.
2660) continues to be stalled amid increasing rumors that
this bill may serve as a vehicle for passage of an omnibus
spending package that would incorporate all appropriations
bills Congress is unable to pass individually. Congressional
leadership reportedly also is discussing the possibility of
imposing an across-the-board cut on any omnibus spending bill
to provide additional funds for election reform, global AIDS
and VA health care without breeching the overall spending
cap. Although the Republican leadership continues to press
for congressional adjournment by Nov. 21, there are reports
that Congress may not be able to complete an omnibus spending
bill until December.
