President Signs CR

October 3, 2003 - President Bush Sept. 30 signed a continuing resolution (CR) to provide funding to keep the federal government running through Oct. 31. The CR [P.L. 108-84] was needed because Congress had completed only three of the 13 regular appropriations bills prior to the Oct. 1 start of the federal fiscal year.

Meanwhile, there had been speculation that the House would name its conferees to the conference committee on the FY 2004 Labor-HHS-Education appropriations bill (H.R. 2660) this week. However, continued disagreements over several issues in the bill and the need for appropriators to focus attention on the $87 billion Iraq supplemental bill make it unlikely that conferees will be named until after the Senate's recess during the week of Oct. 6.
