Congress Approves Funding Extension

September 26, 2003 - The House and Senate Sept. 25 passed a continuing resolution (CR) to keep the federal government running through Oct. 31. The CR will fund agencies whose appropriations bills are not enacted by the Oct. 1 start of the new federal fiscal year.

The CR will include a provision transferring $2.2 billion in already appropriated FY 2004 funding for education back into FY 2003. This move is needed to create room under the FY 2004 spending cap for additional education funding and is essential for the Labor-HHS-Education bill to move forward. The provision was to have been added to the FY2004 Labor-HHS-Education bill, but that measure is still hung up over Senate provisions to block implementation of new rules for overtime pay and to create additional revenues to pay for added special education funding [see Washington Highlights, Sept. 19].

The CR is needed because Congress has completed action on only three of the 13 regular appropriations bills: defense, homeland security, and legislative branch.
