Senate Appropriations Committee Moves VA-HUD Bill

September 12, 2003 - The Senate Appropriations Committee Sept. 4 approved its version of the FY 2004 VA, HUD and Independent Agencies appropriations bill (S. 1584), providing modest increases for the Department of Veterans Affairs (VA) research program and the National Science Foundation (NSF). Specifically, the Senate panel recommended $413 million for the VA medical and prosthetics research program, an increase of $15.6 million (3.9 percent). Senators also recommended $26.8 billion for VA Medical Care, an increase of $2.9 billion (12.1 percent), $1.3 billion of which was designated as "emergency spending" and therefore not subject to the budget caps. For the NSF, Senate appropriators approved $5.59 billion, an increase of $275 million (5.2 percent), including $4.22 billion for NSF Research, an increase of $164 million (4.0 percent). The House of Representatives approved its version of the bill (H.R. 2861) on July 25 [see Washington Highlights, Aug. 1].
