June 6, 2003 - Randy Neugebauer (R-Texas) won a special runoff election June 3 to replace Congressman Larry Combest (R-Texas) who resigned from the House of Representatives, effective May 31. A land developer and former Lubbock city councilman, Rep. Neugebauer was sworn in on June 5.
