Bush Signs Emergency Spending Bill

April 25, 2003 - President Bush signed the FY 2003 Emergency Wartime Supplemental Appropriations Act (P.L. 108-11) on April 16. The final bill includes $100 million for the Centers for Disease Control and Prevention (CDC) to assist state and local health authorities with the costs of the civilian smallpox vaccination program, and $42 million to compensate volunteers who experience adverse effects from smallpox vaccinations. The bill also includes $16 million for CDC for costs associated with the prevention and control of Severe Acute Respiratory Syndrome (SARS). The bill also provides $2.23 billion for grants to First Responders through the Department of Homeland Security's Office of Domestic Preparedness.
