HRSA Administrator Testifies
on Hill
March 28, 2003 - Elizabeth James Duke, Ph.D., administrator
of the Health Resources and Services Administration (HRSA),
testified March 26 before the House Labor, Health and Human
Services, and Education Appropriations Subcommittee. Dr. Duke
outlined the agency's initiatives as outlined in the FY 2004
proposed budget, which requests $5.7 billion for HRSA, a $765
million cut below the FY 2003 appropriation.
Members of the subcommittee, including Chairman Ralph Regula
(R-Ohio), expressed concern that funding for various Title
VII health professions programs is eliminated in the proposed
budget. Dr. Duke responded that the Administration's priorities
are focused on the provision of direct health care services,
hence, the increase for the Community Health Centers. Chairman
Regula also voiced support for the Children's Hospital's Graduate
Medical Education funding, which is slated for a $90 million
cut in the FY 2004 budget.
