Senate Vote on Liability Reform Expected

March 21, 2003 - The Senate is expected to vote on medical liability reform as early as the week of March 24. It is unclear whether the Senate's legislative vehicle will be based on the recently passed "HEALTH Act" (H.R. 5). A recent cost estimate released by the Congressional Budget Office (CBO) estimates that H.R. 5 could potentially reduce direct spending on Medicare, Medicaid, and other federal health benefits programs by $14.9 billion over 10 years. The CBO also believes the HEALTH Act will increase federal revenues by $3 billion (over 10 years) by reducing employer health insurance costs (employers would direct their savings to increased taxable employee compensation).
