VA Issues Human Subjects Research "Stand Down"

March 14, 2003 - VA Chief Research and Development Officer Nelda Wray, M.D., M.P.H., March 6 announced a "90-day national VA human subjects research stand down effective Monday, March 10 through Friday, June 6, 2003." The move does not constitute a shut down of research activities; Dr. Wray intends the move to "focus attention on proactively reviewing the human study program to ensure we are doing all that is possible to ensure the protection of human subjects and the ethical conduct of research."

The stand down memo specifies that 1) the effective oversight of human studies research by an Institutional Review Board (IRB) and VA research committee will be verified; 2) all individuals involved in human studies research receive appropriate training in the ethical principles and accepted practices on which human studies research should be conducted; 3) an effective credentialing process for all individuals involved in human studies research be verified; and 4) disciplinary actions may result from noncompliance with the ethical standards of human study oversight.
