Young Announces Homeland
Security Reorganization
January 31, 2003 - House Appropriations Chairman C.W.
Bill Young (R-Fla.) Jan. 29 announced a major reorganization
of his subcommittees' jurisdictions to create a new Homeland
Security Subcommittee. The proposal, which is subject to approval
by the full Appropriations Committee, would put all of the
agencies in the new Department of Homeland Security (DHS)
under one appropriations subcommittee.
The Transportation Subcommittee, which contains two of the
largest DHS components - the Transportation Security Administration
and the Coast Guard - will become the Subcommittee on Homeland
Security and will be chaired by Rep. Harold Rogers (R-Ky).
Other agencies involved with homeland security will be transferred
to this subcommittee including: the Animal Plant Health Inspection
Service (APHIS) and Plum Island (from the Agriculture Subcommittee);
Metro Medical Response, Office of Emergency Preparedness,
National Stockpile, National Disaster Medical System (from
Labor-HHS); and the Federal Emergency Management Administration
(from VA-HUD).
Non-homeland security-related Department of Transportation
accounts would be moved to the Treasury-Postal Subcommittee,
which will now become the new Subcommittee on Transportation
and Treasury, chaired by Rep. Ernest Istook (R-Okla).
Senate Appropriations Chairman Ted Stevens (R-Alaska) has
indicated that he believes the reorganization should wait
until the FY 2003 omnibus appropriations bill is completed.
