Congress Passes Another Funding Extension

January 31, 2003 - The Senate Jan. 29 passed by unanimous consent another continuing resolution (CR) to continue to fund federal programs at FY 2002 levels through Feb. 7. The current CR expires Jan. 31. The House approved the measure (H.J.Res. 13) Jan. 28 by voice vote, after rejecting, 201 to 222, a motion by House Appropriations Committee Ranking Member Dave Obey (D-Wis.) to recommit the resolution to the Appropriations Committee with instructions at add $3.5 billion in homeland security grants to equip first responders and $90 for the CDC for baseline health screening and long-term medical monitoring of emergency response and recovery personnel exposed to toxic substances at the World Trade Center site.

Meanwhile, both the House and Senate have appointed conferees on the FY 2003 omnibus appropriations bill (H.J.Res 2). GOP leaders have set the President's Day recess, which begins Feb. 17, as the latest deadline for completion of the FY 2003 spending bills.
