Senate Approves Homeland
Security
November 22, 2002-The Senate Nov. 19 approved by a
90-9 vote legislation (H.R.
5710) establishing a new Department of Homeland Security.
The legislation is similar to the version passed by the House
last week [see Washington Highlights,
Nov. 15]. Senators approved the bill despite objections
from Democrats and moderate Republicans over several provisions
such as those limiting liability of vaccine manufacturers.
Reportedly, an agreement was reached to remove the provisions
in question at the start of the next Congress. The House of
Representatives will meet in a pro forma session on Nov. 22
to give final formal approval to the bill and send it to the
President. President Bush is expected to sign the bill and
nominate homeland security advisor Tom Ridge to be the new
department's first secretary.
