107th Congress to Adjourn
November 22, 2002-The 107th Congress is set to adjourn
sine die Nov. 22. The Senate approved an adjournment
resolution Nov. 20 after finishing work on homeland security
(see related article) and a flurry of
other last minute business. The House is scheduled to approve
the adjournment resolution Nov. 22 after formally clearing
the homeland security bill (H.R.
5005).
Prior to adjourning, the Senate Nov. 19 passed 92 to 2 a
continuing resolution (H.J.Res.
124) to continue funding federal programs at FY 2002 levels
through Jan. 11. The House has approved the measure Nov. 13.
There are preliminary reports that Rep. C.W. Bill Young (R-Fla.)
and Sen. Ted Stevens (R-Alaska), the chairs of the House and
Senate Appropriations Committees, respectively, may be close
to an agreement with the White House on an overall discretionary
spending level for FY 2003. If these reports are true, it
would enable the chairs to determine subcommittee allocations
and permit staff to begin finalizing the 11 appropriations
bills not yet enacted. The goal appears to be to wrap all
11 bills into an omnibus package that would be approved before
the President's State of the Union address in late January.
