NQF Hospital Measures Workshop Agrees on Second Measure Set

October 25, 2002-As part of its Hospital Performance Measures project, the National Quality Forum Oct. 17-18 held a workshop to recommend a hospital measure set to supplement the hospital measure set approved by the Forum's Board of Directors. In addition, the workshop panel was charged with addressing issues raised during the development of the initial hospital measure set. Debra Ness and William Gillespie, M.D., chaired the workshop panel.

Before evaluating the 37 candidate measures, the workshop panel discussed a variety of issues. They agreed that volume measures should not be used unless they are accompanied by outcome measures (e.g., PCI volume and PCI mortality). The workshop panel agreed on criteria for evaluating proprietary measures. The criteria include making the methodology behind the measure transparent, a low or nominal cost, and the ability to replicate the measure. Eighteen of the candidate measures were approved. The workshop deliberations will be forwarded to the Hospital Measures Steering Committee for review. After the review the measure set will go through the Forum's consensus process.
