Spending Endgame Still Unclear

October 11, 2002-Congress Oct. 10 passed a third week-long continuing resolution (CR) after abandoning a House Republican effort to adjourn until after the Nov. 5 election. The stop-gap funding bill (H.J.Res. 122) continues funding for federal programs at the FY 2002 level until Oct. 18.

House Speaker Dennis Hastert (R-Ill.) had pushed for a six-week CR to fund the government until Nov. 22. Under Hastert's plan, Congress would have left town this weekend to campaign, returning to Washington after the election to decide the fate of the FY 2003 spending bills. The Speaker dropped his proposal when a number of GOP members - reluctant to face the voters without resolving funding for a number of key issues, such as drought relief and transportation - refused to support the longer CR.

Leaders in both the House and Senate continue to express hope Congress will not be in session after Oct. 18.
