Congress Approves Expansion of Conrad 20 Program

October-The conference report to the Department of Justice authorization bill (H.R. 2215) includes language reauthorizing and expanding the Conrad 20 program. The Conrad 20 program authorizes each state to sponsor 20 foreign physicians for waivers of the two-year home country requirement mandated under the J-1 Exchange Visitor visa program if the physician agrees to serve in a health professional shortage area. Under the new provisions, the program would be reauthorized through May 31, 2004, and each state would be allowed to sponsor an additional 10 physicians. The House approved the conference report by a vote of 400-4 on Sept. 26; The Senate invoked cloture and passed the conference report on Oct. 3. The President is expected to sign the bill.
