Committee Reviews Draft Consensus Report
August 30, 2002-The Hospital Performance Measures
Steering Committee of the National Forum for Health Care Quality
Measurement and Reporting Aug. 27 held its last public meeting
to review a draft consensus report. The report outlines a
broad framework for updating the initial set of hospital quality
measures the committee has developed [see Washington Highlights,
June 21]. In addition, the report discusses the committee's
rationale behind the development of the current measures and
its thoughts on implementation. This work stems from the Quality
Interagency Task Force's (QuIC) February 2000 report to the
President on patient safety initiatives in the federal government.
The Agency for Healthcare Research and Quality (AHRQ) and
the Centers for Medicare and Medicaid Services (CMS) are jointly
sponsoring the project.
The committee's discussion focused on the tone of the report.
Committee members wanted to ensure that the report provides
a clear outline of the development process. They also wanted
to ensure that the sections on implementation and updating
the measure set were not overly prescriptive. The committee
also discussed the organization of the initial measure set.
Forum staff will work with the committee to revise the report.
After the committee has finalized the report, it will be sent
to Forum members for voting.
The consensus report will accompany the initial set of hospital
quality measures developed by the committee. In addition,
it will inform the Forum's work on a second set of hospital
quality measures, which will begin development soon. The Forum
may eventually combine both measure sets into a comprehensive
group.
