NIH Finalizes "Just in Time"
IACUC Approval Requirement

August 9, 2002- NIH published in the Aug. 7 Federal Register [67 FR 51289] a notice amending the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals to permit institutions with PHS Animal Welfare Assurances to submit verification of Institutional Animal Care and Use Committee (IACUC) approval for competing applications subsequent to peer review but prior to award. AAMC endorsed this change when it was proposed on March 28.

NIH grants policy mandated that applications lacking IACUC approval were to be considered incomplete; thus IACUC approval was required prior to initial NIH peer review. This revision permits institutions to submit IACUC verification for competing application subsequent to peer review but prior to award. This concept is often referred to as ``just-in-time.''

This change in PHS Policy is effective as of Sept. 1, 2002; i.e., for all applications submitted for the May-June 2003 Advisory Council dates.
