Senate Passes Supplemental,
House Panel Announces Appropriations Schedule
June 14, 2002- The Senate June 7 passed its version
of the FY 2002 supplemental appropriations bill (H.R.
4775) by a vote of 71 to 22. The bill totals $31.5 billion,
which, according to the Senate Budget Committee, is about
$3.4 billion more than the President's original request but
only $1.4 billion more than the bill passed by the House May
24. By a vote of 79 to 14, the Senate adopted an amendment
by Jesse Helms (R-N.C.) and Bill Frist (R-Tenn.) to double
to $200 million funding in the bill for international HIV/AIDS
programs.
Meanwhile, House appropriators announced their preliminary
schedule for handling FY 2003 appropriations bills. As requested
by the President, the Defense appropriation will be the first
bill to go to the House floor. However, the timetable for
consideration of the bill may be delayed as the Defense subcommittee
is still working on the conference for the FY 2002 supplemental
bill. Four other bills - Military Construction, Legislative
Branch, Interior, and Treasury/Postal - are to be marked up
by their respective subcommittees prior to the June 28 start
of the July Fourth recess. The Military Construction subcommittee
marked up its bill June 12; no dates have been scheduled for
the others. However, none of these bills is expected to be
considered at the full committee level until the Defense appropriations
bill goes to the House floor. The subcommittees will be using
tentative spending allocations to begin their mark-ups. House
Appropriations Committee Chair C.W. Bill Young (R-Fla.) is
not expected to announce the formal 302(b) allocations until
the Defense appropriations bill goes to the full Appropriations
Committee later this month.
