Quality Forum Considers Proprietary Measures, Approves National Framework

June 7, 2002- The Board of Directors of the National Forum for Health Care Quality Measurement and Reporting met May 30 to discuss using proprietary measures in future projects. In addition, they reviewed and voted on the National Framework for Health Care Quality Measurement and Reporting (formerly referred to as the Strategic Framework Board recommendations) and discussed the status of current projects.

The Board discussed using proprietary measures in future Forum projects because the issue has risen repeatedly. Board members mentioned several issues including the impact on the project and understanding the methodology behind the measures. They agreed it is not possible to exclude proprietary measures from future projects.

One issue that came up throughout the discussion on the National Framework for Health Care Quality Measurement and Reporting and other projects was maximizing member input and achieving consensus. Voting on the National Framework for Health Care Quality Measurement and Reporting has concluded. The member councils approved all 17 recommendations and the Board voted to approve the document.

The initial comment period on the Nursing Home Measures document concluded on May 14. Forum staff will revise the document to reflect comments and members will vote on it in June. The project is scheduled to conclude in July. The Forum has scheduled votes on the Hospital Measures document and the Diabetes Measures document for June. There will be a second comment period on the Safe Practices document in late June or early July.
