Senate Passes Farm Bill Including Rats, Mice and Birds Provision

May 10, 2002 - Following the House passage of the Farm Aid Bill conference report (H.R. 2646) last week, the Senate approved the bill May 8 by a vote of 64-35. The bill is cleared for the president, who has committed to sign it. The final bill retained the Helms amendment, which excludes rats, mice and birds from the definition of animal under the Animal Welfare Act [see Washington Highlights, May 3].
